Yes, it might sound silly that they would be permitted (legally) to include the Jp audio and Jp subtitles but not be allowed to mix and match Eng subs with Jp language, but there have been far more convoluted legal issues than that when it comes to international media contracts. Maybe the Dev team was asked "Can you do it?" and the Dev team replied "No, we can't," and the PR peeps interpreted that as "We don't know how" as opposed to "We're not allowed." Maybe the "technical" reason really is a legal reason. And I know they said "for technical reasons" but that could be a miscommunication between the development team and the PR team that posted that info. Yes, they've done some questionable porting jobs, but if they can code a game to have graphics options and port the game from PS4 to PC, there's no doubt they have the fundamental knowledge and ability to flip a couple flags in the code to allow JP dub with Eng subs. This probably isn't the place to debate this, but I can't say I follow this logic.
